The study used data from the Office of National Statistics (ONS) on the whole English population from 1965 to 2015.

The study has been published in the latest edition of the BMJ's Journal of Epidemiology & Community Health and raises questions, say the researchers, over the effectiveness of government policies and billions of dollars of public investment designed to tackle the problem.
